Eutopia Homes has submitted a full planning application to Exeter City Council for the redevelopment of a prominent brownfield site in the city centre.
A contract to acquire the site— currently a multi-storey and surface-level car park — was exchanged with the Council on a subject-to-planning basis in December 2024. Its location offers a rare opportunity to deliver a high-quality, design-led scheme that supports Exeter’s ongoing regeneration and housing ambitions.
Since exchange, Eutopia Homes has appointed a specialist design and planning team led by Darling Associates. The proposals focus on placemaking, sustainability and high-quality urban living.
The planning submission follows extensive engagement with Exeter City Council, an independent design review panel, and local stakeholders. The scheme seeks consent for approximately 300 co-living homes, supported by carefully considered amenities that promote wellbeing, social connection and community.
The co-living model is designed to meet the needs of a modern urban population — offering flexible, professionally managed accommodation with shared facilities and services in a highly sustainable city-centre location.
A decision on the application is expected later in 2025. Eutopia Homes will continue working closely with the Council and community to ensure the scheme delivers meaningful benefits for the city.
